Rostelecom to launch electronic government in Magadan region

National communication operator Rostelecom and administration in Magadan region have signed a contract on creating a system of inter-agency electronic cooperation under the regional infrastructure of the electronic government, the website of the Commission on Modernization and Technological Development of the Economy of Russia reports.
Under the contract, Rostelecom is to set up the regional segment of the “electronic government” in Magadan region, based on the type solution, developed by Rostelecom. The solution contains the full spectrum of services and components, needed for providing state and municipal services in the electronic format.
The solution is unique in its accordance to the single technological policy, approved for creating the “electronic government” infrastructure, as well as all requirements on information safety and personal data protection.
Rostelecom has invested significant funding into development of this solution, as well as creation of the base infrastructure, and now the company offers it to the regions as a service based on the SAAS (Software As A Service) model.
Under plans, by the end of 2011 all the residents of the region are to get electronic access to main services, such as licensing and accreditation of educational institutions, medical and pharmaceutical activities, submission of applications, documents, as well as registration of citizens in need of housing. Other electronic services are to include taking in and giving out documents on marriages and divorces, providing access to catalogues of libraries, databases, digitalized sources, including the fund of rare books, etc.
According to Andrey Balatsenko, the vice-president – director of the macroregional office “Far East” of Rostelecom, transferring state services into the electronic format, is undoubtedly not only simplify the process of interaction between citizens and state, but is also to improve interaction between state institutions and agencies.
