JBIC loans $1bn to VEB on fertilizers plant in Tatarstan

State corporation Vnesheconombank (VEB) has taken out a $1bn loan with the Japan Bank for International Cooperation (JBIC), news agency RIA Novosti reports.

Under plans, the funds are to be spent on construction of a plant to produce mineral fertilizers in the town of Mendeleyevsk, Republic of Tatarstan.

Under the loan agreement, VEB is to get a 14.5-year loan from the JBIC and a club of foreign banks.

The mineral fertilizers plant project is reportedly carried out by Japans Mitsubishi Heavy Industries and Sojitz, China National Chemical Engineering Co. (CNCEC), and Russian firm Ammonia, set up by the Republic of Tatarstan Government and VEB for the project.

The Mendeleyevsk plants projected annual capacity is 717,000 tons of ammonia, 230,000 tons of methanol, 717,000 tons of carbamide and 380,000 tons of ammonia nitrate.

Construction of the complex is scheduled to start in summer 2011 and last 35 months.
